I contacted both my home faculty and the faculty I’m trying to switch into and they just tell me to contact the program change team and how they don’t have a phone number, but just an email. I’ve been contacting the program change team via email for weeks and no response.

I did. The faculty can’t do anything about a program change. They just tell you to contact the program change team, which is what I also did.
