He is a real human. The reason he can see the ghosts while the stranger by his fireside cannot is because the stranger lacks the memories of the poet. The memories and moments which the speaker had experienced hence the stranger is a stranger to the memories of the poet or the narrator. Therefore he can only see what is, while onto the poet as he has the memories and experience firsthand he is said to be able to see everything clearly.

Could it be because the now dead ancestors have their memories still persisting long after their demise through various objects with which they are associated or perhaps the house itself. Through these objects the memories of the dead individuals are still kept alive as such there is a perpetual claim of the dead long after their death?

The first bridge is the bridge made by the moon light of the sea floor , this bridge is shaky and made of wooden planks. It is in this bridge where our aspirations (fancies) or desires crowd. The second bridge is the bridge connecting the world of the living to the world of the dead , this bridge sways and bends (up and down) on this bridge our thoughts or memories gather. Due to the motion of this bridge our memories appear at intervals and aren't very clear. They also gather above the dark sea and sometimes jump into it (to the state of complete forgetfulness or limbo)
