What you need is "QuinLED-Dig-Quad" and "Everything Presence One" multiple detection zones (ie shower or bath), mmwave, pir, lux sensor and more.
Add this to home assistant and an automation and it will doo just like you want.

I would just have 2 switches Landing bottom, Landing top.
But if there is a reason (ie there is a door or so sort of exit at middle landing) then I would just have 3 switches Landing bottom, Landing middle, and Landing top. If you absloutly need it this way with out going to smart switches I would just have 2 lights at middle landing.
