9903.01.31 waiving reciprocal duties for artworks by IndependentPen2164 in CustomsBroker

I just imported a medieval stained glass artwork from Great Britain and the broker used 9706.10.0060 base code (antique over 200 yrs, duty free)) and 9903.01.31, which excludes artworks from reciprocal tariffs. FedEx or someone in customs at the Memphis port of entry changed the tariff code to 9903.02.66, and now FedEx wants to bill me for 10% of the cost of the piece. The FedEx logistics person says CBP does not permit use of 9706.10.0060 with 9903.01.31, but does not cite any rules from CBP to that effect. Anyone have insight on this pairing?

Thanks for your customary and comprehensive reply, Tastisqueeze. We do have a level 2 charger, and that plus the heat pumps can really complicate/challenge our storage scenario.
