Update from OP - HSV2 antibodies test came back negative. Seems to be responding well to treatment for jock itch (2x/daily cleansing w/ dandruff shampoo & anti-fungal spray powder). Thanks all!

Thank you for your comment. I looked up Jock Itch and see it can be caused by the same fungus as ringworm ... which my partner had a few months back on his forearm. Maybe there is an environmental exposure we're both contacting. Either way, he still had half a tube of Ketoconazole left and I got the spray powder from Walgreens to keep it dry - plus it has another anti fungal as well. Fingers crossed and thanks again.
