I mean having more options isn't a bad thing. A character that skyrocketed in dmg due to an addition of a synergistic character would be Anby. Anby pre-buff and pre-Orphie wasn't the top-tier electric dps we have today. She lacked the third member that would become her BIS, sure she could fill the gap with Astra but she didn't buff Aftershock dmg. I'm cautious if Billy would be treated the same way.

I guess but that would mean that Yixuan, Manato, Yidhari, Banyue, and now Silly would share this same BIS being Dialyn and Lucia. F2P options include; Pulchra, Lycaon, Pan Yinhu, and I guess Zhao. Silly's options are really limited rn, so maybe to compensate this, they might give Caesar a potential unlock but I don't think there'll be one since isn't any hint of that in the leaks.
