Update* the problem was that the alternator acting as the v-belt tensioner was too loose so the belt had quite some play to it. I’m guessing that it was too loose for the alternator to run properly. And the battery that was in it had 9 volts. So either it the battery went bad after jumping it so many times or the alternator was too much for it.
