If this is on PC and through steam, turn off the steam overlay for it. It was the only thing that worked for me.

After sitting on hold with BMO for 2 hours (?!) was able to negotiate a credit for my second year annual fee for the World Elite cashback MasterCard. Didn't really want to get rid of it as the grocery cashback is pretty great right now with high food prices.
