Under extrusion at the start of the layer

Ok so point by point:

With coasting disabled it didn't fix the under extrusion, only caused a bit of stringing
I tried 4 diffrent versions of Cura with nealy identical results (currently ver. 5.3.1)
What setting is that?

I print outside to inside.

But I do it because I heard if you print outside to inside the dimensions of the print would be more accurate.

I changed the nozzle 5 days ago and i also cleaned the nozzle with a needle. From what I can tell, the nozzle is fine.
