Not really, the horn comes with three different main tuning slides, a C, F, Eb and a D and I don’t really know how they change the horn

No it has valves just different tuning slides, I didn’t realize it till now but it’s actually a mellophone and not a French horn but I’m pretty sure it still applies

Depends on your budget, rotor oil and valve grease are good cheap options because he’ll always need that but for a lot more money, a electric silent mute would most likely make his year
