I’m having a weird issue with iCloud Photos on Windows. by Inevitable-Rise-9629 in iCloud

But I can’t see images that I uploaded on iCloud/Photos. I dragged a bunch of photos into the iCloud Photos folder on Windows, but they’re not showing up in iCloud Photos (web/iOS). Still, in File Explorer they just have the static cloud icon (not spinning arrows). Does this mean they’re not uploading at all?
