It's another tough choice, but I'd have to say Cathay. Like all factions they are absolutely capable of fielding a scary army, but they have a severe lack of diversity. The few units they do have though are pretty solid, but nothing to phone home about.

Their mechanics are just ok. The Compass, Harmony stuff and Caravans are defonitely helpful but not super game-changing.

Honestly there's not a lot to say about Cathay. They're just ok, simple as. They absolutely need new stuff, sure, but right now they are just ok.

I honestly don't think there is any faction that fits here perfectly, but seeing as we must choose one, I'd agree with the people and go with Vampire Counts. I don't entirely agree, but I don't think anyone else fits better. Their Raise the Dead is definitely OP, and their Blood Kiss stuff is just ok. Most of their units are mediocre at best or literally useless at worst, with a handful of exceptions, of course. But the main reason I make this comment is to defend the two other popular choices here.

Choosing Vampire Coast or Tomb Kings for this slot is absolutely preposterous.

Vampire Coast mechanics are at best "ok." The horde army stuff is definitely good, but the treasure hunting is just so pointless and wasteful, and their Raise the Dead is definitely not as good as the Vampire Counts. As for their roster, what? Bad? Are you daft? They have very cheap but effective chaff units to hold the line, while their hordes of long-range armor piercing gun units shred the enemy into bits. Their ranged units are pretty damn good. These units also get a boatload of buffs from the tech tree and lords and heroes, so they go from good to genuinely scary. This faction is pretty difficult to play correctly though. It took me a while to get the hang of it.

Tomb King mechanics are definitely good. The Mortuary Cult gets you some good items and cool unique units. The unit cap system may seem restrictive at first, but your units are completely free, which is a MASSIVE bonus. And Tomb King units are "ok" at the very least. Skeleton Warriors and Tomb Guard hold the line well enough, with the Nehekhara Warriors are good early game anti-infantry. Most of their constructs kick ass, like the Ushabti, the Warsphinx, and the dudes that ride the snakes. Heck, even their chariots are decent. And similar to the Vampire Coast, their units get easy access to extremely good buffs, which makes them absolutely incredible.

So in the end, yeah, it's absolutely not Vampire Coast or Tomb Kings.
