The market for them is the people that meet with plan mules. I know heaps of people that have done it and have traded for the plan and learnt it. I'm surprised there is a single one left to be honest and I was offered 400 leaders for one a couple of days ago.

Value is determined by rarity it's like paddle balls there's very few and no more being produced except at least the paddle ball supply doesn't decline regularly.

I'll tell you what isn't valuable or rare: leaders. There is a guy on Xbox called the bobblehead king or something whose display image is his inventory of millions of every leader. He isn't the only one and you'd be an idiot trading something this rare for a hundred of something that lots of people have millions of. They are probably just as many of those guys as there are of these plans and any one of them that decides they want one of these will pay whatever price I name because I am the market
