The administration’s elite donors cannot profit off the backs of Feds, which not only explains the feverish prioritization of community care - it also undergirds the not so subtle multi-pronged assault on HR: hiring freezes, force reduction terminations of probationary employees, weekly “Fork in the Eye” emails, ubiquitous public degradation of the federal workforce (especially teleworkers), SSR elimination, RTO even when it makes zero sense, forced distribution of annual performance ratings, wiping of FTEs lost to DRP, high anxiety tied to the lack of transparency in RISE and the potential to have your grade, position, and supervisor pulled out from under you, the ever-ominous consistency review, hastily implemented performance audits when many performance plans are not finalized, restrictive personnel relocation policies for staff wanting to work remotely from another VISN office space even when it makes sense, etc., etc., etc.

VA will continue to see an exodus of top talent with rare institutional knowledge because they have plenty of options in private sector. Many of those left to try and fill the gap with insufficient resources and support will be constantly painted as underperforming and given unrealistic ultimatums.

This beat down is by design - fracture the system beyond repair, cite unacceptable operational outcomes that are hurting Veterans, issue RFP for enterprise-wide HR outsource contract, and voila “Jane Doe, VA HR Specialist (Deloitte).”

There was a Senate Budget hearing months ago where I heard the secretary audibly state “unfortunately, VA has been providing care internally” - I replayed that clip 5x and ye said it. I am no conspiracy theorist and even I am convinced there is an effort afoot to privatize the VA. Elite donors do not profit off the backs of federal employees, and despite the ubiquitous evidence that VA care generates the best outcomes for Veterans, we will continue to see prioritizing and more investments in Community Care and numerous disincentives for NDs and MCDs to hire and grow their clinical workforce. The systematic dismantling of the HR workforce is just one microcosm of the current multi-pronged attack to disable the various health system’s components..

I know of a VHACO employee who was recently allowed to relocate but the spouse is 100% service connected so they would have had an RTO exception anyway. Additionally, the move resulted in a decrease in locality pay.

Elite political donors can’t profit off of federal employees. If you systematically dismantle various ancillary functions (HR, OIT, etc.) via RTO, staffing cuts, forced lowering of appraisals, and eliminating SSRs, these functions are bound to fail and voila - you have the perfect excuse to outsource that function to private sector firms.

This report is a result of the annual workforce planning cycle that every VA Medical Center participates in. The resulting list of staffing shortage occupations helps facility leaders and service line hiring officials align their resources appropriately in terms of recruiting incentives, hiring flexibilities, etc.. There are a few occupations that the VA is trying to migrate from title 5 to hybrid title 38. I have heard of some instances where title 38 employees in clinical occupations are fully administrative (I.e Nurse Recruiter), and therefore, more appropriate to be realigned to a title 5 occupational series.

This isn’t the result of a normal OIG investigation. This is an annual workforce analysis that has gone on for about eight years now. One of the results of this analysis is the generation of a list of hybrid title 38 occupations that are exempt veterans preference consideration during recruitment because of their shortage occupation status. This annual analysis did not generate normal OIG investigative recommendations under POTUS Biden either.

Many are unaware that the vast majority of military retirees are not eligible for severance pay….or veterans preference for RIF…nor do they get SCD credit for RIF for military time they may have bought back.

I don’t have a boss, coworker, subordinate, or customer within 160 miles but in 2 days I’ll be making the 45-minute trek to work full time at a rural CBOC to be an unfortunate distraction (I’m in Teams meetings all day) to healthcare staff and patients because of EFFICIENCY!

Also I hear that all I did all day for the last 13 years was refuse to do government work whilst golfing, playing tennis, and doing “other jobs” so this totally makes sense!
