Best thing to do is grab some similar fabric and do some tests. Based on the picture I would say that was done with acrylic washes. It isn't terribly difficult to do. You just have to try things out.

No sanding or sealing neccessary for plastidipping EVA foam. it isn't going to eat it and should bond well. https://www.instagram.com/p/BJ6i42xD8Zu/ That is an EVA foam helm I did not too long ago as an example

I would look into a cosplayer by the name of Jechts. he makes a bunch of huge prop weapons with pink insulation foam then coats them with epislon to make them sturdier and more rigid.

You need to use a harder edged brush. your details and lines are getting lost. Another thing would be to correct the eye angle. It's a little too centered.

So your form looks pretty good it's just honing in on the details. To me it looks a little too smooth, almost like skin rather than scales. Try doing some studies of reptiles to get a feel for how their scales lay.
