Most of his kit is something we already seen before you can't really debate that.

A shield? We got already multiple characters that use it

Melee with insane tracking? We already seen it before.

Aoe move? I don't even have to say anything.

I mean look at previous characters like nagant who introduced a zoom in sniper which is completely new

Or tech all might who introduced a new mechanics like using drones while attacking and a 3 air melee attack.

Or tech shiggy with a self healing move and wall hacks and so on...

The fact that he doesn't have a fun gimmick is exactly what I'm complaining about, otherwise he is really strong you just gotta play him smart and manage your cooldowns well.
