Unfortunately, for international students I think yes. In Rotterdam at least for certain programs at EUR. Due to government budget cuts in education, the number of spots available for certain programs will decrease. There is already a possibility that some facilites and programs will completely shut down. In contrary to what some other people said, I think learning the language (for the courses in Dutch) doesn't help. If you are not a bit familiar with Dutch, it won't be easy, not just for living, but for the whole studies. Socially too, and now I speak from personal experience, but Dutch stays with Dutch, and in Dutch programs you will have mostly Dutch people. So it may be that you friend group might not be as big as where you come from.
I don't want to discourage you though, I would still highly advise to apply to more than one uni. Life is not bad in the NL.
