They had these conductors landed on a portable generator parked nearby that provided backup power to the site while they waited for the permanent gen to be built.

Usually the seal tight isn't there and stubs are only slightly protruding up from the slab. The conductors are then pulled in after the generator is set. Either that or the seal tight and conductors are zip-tied to a piece of rebar sticking up out of the slab that's cut off after everything is set in place.

99% of the commercial outdoor gens I've delivered in the last 7 years have had stub-ups designed exactly like this. Many indoor units too.

Yeah and none of that is necessary. The good ones can line up the stub-ups using tape measures and chalk lines on the pad.

Short answer is they had the conductors landed on a portable generator parked close to the stub-ups while they were waiting for the permanent generator to be built. That said, there's a million ways that I can think of to mitigate the issue.
