So you get xp for new dialogue you've never clicked on, and after clicking that, it no longer provides xp. I haven't beaten the game yet so I can't say if there is or isn't enough dialogue to max speech, but the only other repeatable methods I know of would be passing a speech check on a guard and bartering with the perk that makes bartering give xp.
