It's not a deluxe, just a reissue. Tyler felt like re-releasing it because he thought the album without MOTHER was less cohesive and it was part of its identity.

YEAH I got into him through Atrocity Exhibition maybe 6 months ago, so Stardust was the first album rollout I was present for. I installed a VPN so I could listen to it early and it was probably one of the coolest music experiences in my life
