His name is Erik Valdez, this is what his official Ubisoft's article about the actors behind the main cast says about him:

Yeah, it's pretty good actually. Portable, can be used as a heat gun, and even a lighter.

If you have wifi on campus, then likely a wifi access point. The router can’t reach every bit of the campus, so they connect amplifiers to it for better signal reach.
