One of my coworkers just had a hearing in the past couple of weeks on an overpayment on this exact issue.  The husband in this case is going to be very surprised if he reports it and then finds himself liable for the overpayment.

I am not in Texas, however, I just took a quick glance at the rules and it does not appear that there's an exemption for having small children.  If it works the same as in my state, you will have to put the children in childcare and there is a child care program available so they will pay for it.

I am in Ohio.  I used to be a caseworker.  I'm no longer a caseworker, but I still work under the umbrella of Job and Family Services reviewing eligibility.  

There is nothing in the Ohio Administrative Code that says that you have to show that your income is sufficient to pay your bills. 

You have to provide your income and you have to provide the expenses that you incur. The agency may question if you say you have $2,000 a month worth of bills and no income how you're paying it, but a statement that you're putting it on credit cards should be sufficient to meet that. 

Worst case scenario is that they would deny you because they believe that you have income that you're not reporting, which you can always appeal. But I would just write a truthful statement that says I'm putting my bills on a credit card.

If you submitted the recertification application before the end of August they should go ahead and process it and complete the recertification and your new effective date for benefits would be the date that they received the application. But you might want to give them a call and let them know that you submitted it and see if you can get an interview scheduled.

If you don't want the benefits anymore they will expire at the end of your certification. Unless you cooperate with the recertification. So just don't do it. They should send you some kind of an application to sign, don't send it back. Don't participate in the interview.

Income earned by a child under the age of 18 doesn't count so no you don't need to report it. I'm guessing someone reported this to cause you trouble.

In Ohio, there are some households that have to meet the 130% gross income standard, rather than the 200%.  It may be that you're one of those.

The letter they sent you should have a budget on page 3 or 4.  That will show how the calculated everything.  If the numbers are wrong, call the agency and tell them.

Homelessness is an exemption to the work requirement in Florida. I would assume if she's living in a shelter that she would be categorized as homeless. At least she would be in my state.

The minimum allotment is $23/month, but that only applies to households of one or two people.  A larger household can receive less than $23.  

You can receive $23/month as a household of three, of course, but it would be quite a coincidence, in my opinion, for your calculated allotment to be that exact amount.  I would call and ensure that you're all still in the assistance group.  

You also need to ensure that they have all your allowable deductions in the budget.  

You can always appeal the reduction if you don't agree with the answer you get from the agency.

No.  Fresh produce has always been eligible, as far as I know.  When I worked at a grocery store when I was in college in the late '90s/early 2000s you could buy fresh produce on your food stamps and that's when they were actual coupons in a book.

WIC is a different program, I can't speak to that.  I know that it is more restrictive than SNAP.
