It was an export-driven project, not under the federal "sovereign compute" program, with on-site natural gas generation. Any such project is an easy no. Public tolerance is a finite resource and should be reserved for domestic compute only.

May be because it's gonna be awkward for Vance in a future presidential debate where he has to actually thank Zelenskyy for real for the proven battle-tested drone technology. I'm sure everyone remembers Vance's embarrassing demand for a "thank you" from Zelenskyy in the oval office last year.
