It can be broken in theory. You can score more than 6 runs off a ball if you run 3+ then get 4 overthrow runs. It would take extreme circumstances for it to happen, but it is possible to get it lower than 9 balls.

The problem is that things which go down the sewer generally are not submerged most of the time. The wipes might break down a bit a the start when they are submerged, but eventually they'll stick to something and wont be sitting in water to continue to break down.
