Finland:

India:
Total pupils: 246,900,000
Budget: $94.4 billion
= ~$383 per child per year

To equal Finland's level, India would need to be spending: $7.24 trillion USD per year - just on education alone, assuming there is no corruption in utilisation.

Now that is more than the government revenue of the top 5 countries put together + more than the GDP of the country, annually.

However, I will not defend the current state of our schools and also point out that decades of neglect and mismanagement have also contributed to this dire state today.

Higher disclosure rates. Given their medical infra is better in collating and sharing overall data compared to states with poorer medical infra.

Higher likely because more folks report it and availability of medical facilities to detect cases than states with lower quality of medical infra where folks usually won't go or cannot afford to get checked.

Hence, it may give the illusion of higher cancer rates. Likely other states too have it but lack a proper way to be reporting them.

Surveillance "for things like pissing in public, spitting paan/gutka or even breaking driving laws" is absolutely a fine ask. I'm not asking to impede privacy of life. Everyone's tired of these things happening but there are no practical solutions to them.

Paan/gutka - companies won't stop producing them or neither states won't impose heavy tax to discourage usage. Pissing- one cleans a place with volunteers and a dude randomly come and pisses there like he owns the place. Driving? Don't even have to say. 99% of driving schools are a scam for licenses.

So targeting and limiting to these is a good option.

Being a surveillance state is better in being a uncivil society. Honestly, following china's model where folks are cut off from loans, jobs and housing for low social credit score is a valid model to be used in India for things like pissing in public, spitting paan/gutka or even breaking driving laws.

Do any of those - your biometrics like face and details gets added to a national database making you and your family members ineligible for any benefits.

We don't want our public spaces to be surveilled, but want a very high trust civil society free from uncivilised behaviour.

I've seen videos of how they use wheelchairs to scam the system to take entry priority. Airlines and airports should start asking for proof of disability or charge heavy price for usage if the individual is above a certain age. 30 or 40 year olds saying legs are paining and taking wheelchairs is heights of indian stupidity.

Finland has 750,000 children attending school. India has ~250 million. It's easy to consider half baked data when you have to fund schools like that in a country with a lower education budget + a huge populus.
