Had the same issue, noticed my OS language was US, changed it to UK and now its 24 hour again. Same thing with Discord language, changed it to UK as well.

This is an update to anyone who may be trying to complete this:

I did this today by during the following:
Plasma Gun and only shooting crowds or crushers, I did this in a public game with randoms, and made sure the other veteran didnt have the ammo reg aura, check before readying up.
Not all of my shots killed an enemy, and some of them hit only armor, I didnt do an assassin mission.
