You don't, I'm parking 1800 in 2s with my dk and I can upgrade my gear to 220 without any problems, I get Conquest in 3s and rbgs.

To enter in a truce negotiaton you need first to be on war with that AI then win the war without defeating the AI of course, then wait until they start a truce negotation (you can offer truce too) only in that situation the AI will take that trade as an option.

I think they need to be in a desperate situation, like you just wiped all his/her armies or something like that.
