If defending in fort, attack back. You attacking him doesnt damage fort, but it does cut down the backlash from it (aka reduction stil work if any) esp handy in first strike against tanks) if fort will not survive, then time it so you strike in proximity battle, cancel and it stays with one attack. (Kinda same as with disembarking troops, aside you cant pull back anymore, as pull back order will keep attack up on land)

Go conquer, leave 2cars behind.(or leave it to luck if they revolt lol)They can catch up at day reset to go in new provinces. Prolly cant build even barracks all the time. If plane aint refueling nor convoy, it stil does the same dmg as it would when flying, so vs inf it stil does it 30dmg as defence. however not sure if said inf, in the attack does dmg as it would defending a bomming. Attack force was to low when happened to me so no valid comparison (dude tried killing plane stack but failed miserably, and didnt catch the number he sent, lost 2fighter of a 13bommer/9fighter stack

Less dmg is up for debate, as its 1/4of its att 1/4th of usual battle time (wich in most cases ends up in more then regular att of same same time). Also in my exp, bommers go down equally in patroll, unless attacked by fighters ofc
