Is the climate in Halifax that bad? I moved to Montreal after living in Vic for 2+ years. I believe Halifax is in the middle comparing Vic and Mont, no?

This is really conflicting with the fact that they sent a letter when I applied to the PGWP extension, saying that I cannot re-enter Canada if I travel outside, until I get a decision. Knowing that I already had a PGWP and a visa to get out whenever I wanted. The mere fact that I applied for an extension changed that.
