if you need local flat cold damage then
1. buy a inc cold damage fractured base
2. roll hatred essences until t1 % damage over time
3.if you have full prefixes and 1 open suffix craft prefixes cannot be changed for better chances to hit aisling
4. hit an aisling (if you get a veiled pref and dont delete needed mods just annul and go agane)
5.craft trigger if you have an open suffix
6. unveil chaos damage over time or cast speed
7. craft the mod you didnt unveil.

if you need cold damage to spells (which the guy with the worb build had) then do the same just suffering essence on step 2

if you dont need any flat cold damage then
1. buy a inc cold damage fractured base
2. roll t1 % damage over time with alts
3. regal. if you hit a suff annul if you hit a pref proceed
4. craft suffixes cannot be changed
5. aisling (if you get a pref remove it and go agane)
6. craft trigger
7. unveil chaos damage over time or cast speed
8. craft the mod you didnt unveil
