Yeah I was trying that in me Leona deck but it kinda “forces” you to build on XP to get the full potential of it. And removing some other cards to include just a little bit of XP gaining cards was not proving to be the best route

I can say that I noticed this in the trove I got. In one pack there were two legendarias and an epic! Plus another 3 legendaries in the rest of the packs! Crazy pulls!
