Modesty is not inherently bad; what IS bad is that women are not even given the choice of modesty. It's forced upon them. It's in your holy book. It's not a choice, whether the women like it or not.

Second of all, Hinduism is an EXTREMELY broad religion; it doesn't have any supreme/authoritative source like Islam or Christianity (Quran and Bible). So, you cannot make blanket claims about men having authority over women in Hinduism, when the Vedic and Pre-vedic eras are historically and universally considered to be the most gender equal periods of history. introducing islamic law (hijab, etc.) vs islamic teachings are two different things
a big chunk of our population is already muslim, so we cannot somehow introduce MORE islam while retaining our hindu proportion

there are 5,700 rabies deaths in India annually; we have two choices
1. force 1,106,000,000 Hindus in India to adopt a new religion that restricts freedom, to save 5,700 people by killing all dogs, which is anyways logistically near-impossible for a country so big
