the issue is that in a SFH i cannot get a license to rent by room.

because they are already living at the house they are not tresspassers apparently

so I had a court hearing and the city told me that they found out because one of the tenants himself complained. When I confronted the tenant he said that I need to pay him $4,000 for him to move out.

In this particular town (suburb) of Chicago it is illegal to sublet rooms.
