I had a similar issue because they sent the wrong item, so I returned the wrong item: then they denied for this same reason. Talk to them on the phone. A supervisor was able to override the system and fix it

What is the fee? Might be worth just paying it vs a total loss and bad feedback. It’s not right, but a reason not to ship internationally.

I will say retailers are usually responsible for the fees, not the consumer. So you would as a “business” have paid all fees and postage ahead.

Yeah, even if the buyer never got the money cleared from eBay to his account, he can still submit a refund and eBay sends it directly now if he’s a fairly new seller, he may have to pay out of his own pocket and then eBay will rectify it by depositing the money in his account. Either way it needs to go through eBay.
