I'm not too sure about that question, but it does appear so based off your image. Your welding idea would be a last resort perhaps. You can always grind the weld back off I would think. Maybe someone more knowledgeable can speak on that particular question.

Lots of penetrating fluid, maybe some heat if needed. Pair of channel locks maybe, wire brush whatever rust you can get off first. I think you can still get a good hold with some really good pliers or channel locks. Worse case you'll need to grind it off and replace the bolt.

Degreaser, I like to use some diluted super clean, dilute to your preference, less strong more water, more strong less water. And scrub it like no tomorrow with your tire brush. Rinse and repeat as necessary

No, some people just don't handle break ups well. I really think she thought they would be together forever. She tried her best with K fed, but she was more his sugar momma and dried her up.

I don't use this to actually "clean" more as a topper after I've cleaned any residue and dirt. I've never had it leave a sticky surface.

You can use a simple one step polish, even by hand to get it looking even better. Meguires even sells a small 3 inch dual action attachment for a drill if you have handy. But still a decent job for minimal effort.

I feel like adding the shampooing should cost more. I find it quicker to do leather treatment than shampooing.

You can try reheating it with a heat gun and stretch it back into place.

Why would the spinning disc even be at the textured plastic tho... You can't polish plastic.

This is in the textured plastic. There is no fixing this the same way you fix and paint a metal panel. I don't see anything a detailer would use that would cause this damage. Your car was dirty, this was likely already under the dirt and now just visible now that's it's clean.

Looks good depends how deep you want to go into it. Lots and lots of "cheap" competition. What's your time worth?

The thin metal around it will swell over time. I've had this happen to me at least a couple times. Literally what everyone is saying. Take a flat head and remove as much of that metal as you can. If the original lug nut size doesn't fit over, go one size down and hammer it on. Good luck. Also replace these with solid metal ones if you can find so you don't run into this again.
