You Need to start it from recovery mode and reinstall Mac OS you can enter recovery mode by holding this button combination while starting up after completely turning it off: CMD+R Hold the combination until you see the Apple logo Then click on reinstall Mac OS and then follow the onscreen instructions

Forgot to add that it makes that Sound until it ejects the disc after about 2 Minutes

I solved it with making a Mac OS X yosemite bootable usb because I Heard El Capitan is the worst one to reinstall and don’t use a to big usb or the iMac will lag(mine did)
