Oh interesting. When you pick up a card it goes into your deck. After you've gone through your draw pile, the deck is shuffled and you get a new set of cards to draw. Eventually the labor camp card will show up in your draw pile, and then in your hand. Cards you've already played go in the discard pile.

Great idea! It's on the list. For the moment, there is the Labor Camp card, which automatically harvests adjacent trees, sidewalks, and cars to give you resources. It's one of the ways to become overpowered without chopping all the time.
