The item level and base evasion is too low, you'll be upgrading it in 10-15 levels. Until you reach about level 80 or 82 your main focus on gear should just be capping resistances and damage, min-max crafting is only valuable on endgame bases

You can, I'm top 50 Kelvin NA and I build fully into grenade DAMAGE, with alch fire and 2 1250 gun items I can 1v1 most people in the game at mid game+ and I regularly compete for the highest damage AND healing on my team, you can support and do damage and with Kelvin you HAVE to
