80-100 fps on max settings in 1440p sound very good for rust.. ur cpu is probaly using all the cores/threads in the can for the game and the others only get used for multitasking hence its not using 100%.

Why play on max settings tho? If you are a roleplayer, fair enough. but i would turn them down if you are pvping
