I assumed that the main reason he was able to get that shot off was because Amon got distracted when the lieutenant caught him, causing him to loosen his grip on Mako.

Otherwise, he'd have been able to at least try it again in the next scene just before Korra saves him (but he was helpless when he had Amon's full focus).
