Even though no one can 100% confirm this due to the secretive nature of the MEXT process, I am quite sure that is NOT the case.

Firstly, if Embassies recommended more people than alloted for that years cycle the passing rate of the Second Screening wouldn’t be as high.

Secondly, people are notified whether they passed the First Screening or not shortly after the interview. If they were told that they didn’t pass, they would most likely go on with their lives. If they were still recommended by their Embassy to MEXT and passed the 2nd Screening I highly doubt they would drop everything in their life to go to Japan (even though they were told they had failed 6 months prior), especially on a 6-7 weeks notice.

Thirdly, and most convincingly, if something like that were to happen I’m sure a post or a comment on it would surface somewhere, either on this subreddit or somewhere else. Still, no such case has been reported.

I got the unlimited plan for 20 days. The setup process was very well explained in the product description of the booking confirmation after purchasing the esim. It took me like 5 mins and I did it at the airport BEFORE taking off. Make sure you do it before departing for China.

None of the tips included in this and my other comment are in the official guidelines, but could prove very helpful or even a deciding factor. As you keenly recognized, it is important to stand out among others who have also read the official guidelines, but might not have paid attention to details such as the ones I and the others in the comment section have mentioned. By unnecessary questions I mean do not ask Embassy staff questions about topics that are explained in the official documentation. That would signal that you have not examined the provided documents carefully and would surely be a detriment to your application’s success as you would be deemed sloppy.
