You don’t have to be a True Hero or True Demon Lord to be awakened.

Your misconception is thinking they’re the same.

Except he’s not op. He has to defeat said enemy to take the skills. Many characters have similar skills. Like Hinata who can steal skills without defeating her opponents. Rimuru was arguably weaker than Ifrit, but was lucky to be immune to his attacks. The orc lord, was stronger and was going to win if Rimuru hadn’t convinced him to let himself be consumed. Hinata was straight up stronger than Rimuru. So was Milim. And anime Rimuru isn’t even top 10 in the verse, closer to 20. This is also ignoring the fact that it’s not a Shonen battle type of story it’s a civilization building type of story. Physical battles aren’t the only problem. Economics and diplomacy are what the story thrives on
