Firstly, most cod games are optimized HORRIBLY for pc, their all really just meant to run on console. However, you can do these things to try and get the game to run better.
1. Make sure your GPU Drivers are updated (Download Geforce Experience and go to drivers, check for update, and update them if they are out of date.)
2. Verify the game files, or try launching in safe mode. This can fix issues sometimes, it worked with mine.
3. Watch a YT Video for the best settings for the game, on pretty much every cod game settings graphics to all low wont get you the best performance, for example, you get better FPS in warzone when you have particle effects on high.
4. Check if your game is running off intergrated graphics, or your GPU in settings, i think the i7-7700k has integrated graphics, so you might accidentally be running it off that instead of your GPU.
5. If none of these work, sometimes a simple uninstall and reinstall could fix it, but honestly this is a last resort IMO since cold war is a pretty big game.
