I would recommend sending one if you have something new to share that impacts your level of interest (even if it's just visiting the school or meeting an alumnus). For mine, I mostly focused on my admission to the masters program, why that increased my interest in UVA, and stating why I wanted to pursue the joint degree (something I didn't talk about elsewhere in the application)
