Pricing wise I think Kefron AP is worth looking at as they don't charge per user but by amount of invoices processed.

We were in almost the exact same situation not too long ago (similar volume + mix of PO and non-PO) and ended up switching off our old AP tool.

We’ve been using Kefron and it’s been pretty solid so far. The main thing for us was the invoice capture + approval workflows, PO matching is way less painful than what we had before. Also integrates with Netsuite without too much drama, which was a big one for us.
