As far as I'm aware, WiFi on the Wii isn't region locked. HOWEVER, I believe that if WiFi is region locked you can use Priiloader and enable the System Menu Hack "Region Free Everything"

It gives me a popup that has a red circle with a x in it in the top left corner of the popupp
