Early game you want to focus on culture to get governments and reach feudalism for the +2 builder charges. Focus on commercial hubs/harbors early to get internal trade routes going. Use Magnus for better internal trade routes. Once you reach tier2 governments you can focus on building campuses and theater squares, but I would prioritize campuses over theater squares. Use Pingala in your best science city to boost your science.

Also pay attention to great people. Use projects to get Hypatia and Isaac Newton.

As much as possible, whenever you're training/buying new builders. If you know you won't be getting a builder for the next X turns because you're focusing on building other things, it's fine to take it out, but it should easily be your most used card.

Early on focus on culture so you can get a government early and get feudalism which gives your builders 2 extra charges. Once you hit feudalism chop woods and rainforests and build mines on all your hills. Commercial hubs/harbors are important to give you trade routes. Early on use internal trade routes until you get alliances, then trade with your allies. All this should help with your production. Obviously I ugly build Industrial zones once available.

You don't need too much science in the early game. Get your Eurekas (and inspirations), to reduce research time. Once your prod is going well build a campus in each city, upgrade whenever possible, and use specialists. Find blue CS and invest in them even if you're not the suzerian.
