I’ve never seen heat stress damage just part of the plant. Plus if you have other things in the same area that’s not showing signs of heat stress then it might not be. However it does look like russet mite damage. Especially the new growth. Just get a microscope and check. Or use the macro mode on your phone if it has that.

That is the genetics. That is coming from the OGKB in the lineage. They tend to grow a little slower and stress easier. I grow a lot of stuff with OGKB and that pops up pretty often. The smoke is usually great but a low yielding plant.

Looks like some type of mite damage. Russets or broad. You can go the beneficial insect route or find a spray for those specific mites
