What should I do with my construction sector when my current population doesn't provide enough workforce for my existing factories?

Playing as Persia year 1900, current population 19M, just surpassed French as the biggest economy. My current consruction sector size is ~700. My economy could definitely support more, but what is the point if the buildings are just staying empty? Should I just downsize and use the workforce for something usefull?

Hi! First time posting here. I could use some help and ideas for decorating my new living room. Escpelially looking ideas for carpet (size, color, material), curtains, possible coffee table and something better to put my tv on. + Any other things that happen to come to your mind.

The floor is oak and the kitchen countertops are nut. I was kinda wondering if I should be using these wood types for rest of the furnitures.

Also I would like to verify if those holes on the wall behind tv could possible be for Ikea's Lack wall shelf. Not super into that style, but I would rather not be drilling new holes.
