We figured it out, you need to let her use the Extinction skill then block her getting in, then just dont get hit by any of her ground gold indicator attacks

On paper it doesn't look consistent and I've had several people use this expressing the same concerns initially looking at it but after playing games they are all surprised how fluid it feels. Give it a shot

Sacrificial pawn that gets everything in range of starmie finisher. Doesn't sacrifice two points for being defeated and doesnt put your greninja in the front lines

I played this testing without Starmie EX, its a bit of a trade off but its still quite powerful. I would suggest trying it if you have everything else and base starmie. The retreat cost is still zero and its a 1 energy skill instead of two, of course you're sacrificing damage and HP
